The IPL Governing Council has announced retention rules before the auction. According to the rules, a franchise is allowed to maintain maximum five players and keep them with an RTI card. A franchise can maintain up to three players before the auction. In order to maintain the first player, the franchise has to spend a total of Rs 15 crores. To maintain the second player, the franchise will spend 11 crores next to maintain the third and final player; A franchisee has to pay the amount of Rs. 7 crore.

On the day of the auction, the amount spent for using an RTM card by a franchise depends on the amount on which a player will be bought by another franchise. Chennai Super Kings (CSK) and Rajasthan Royals (RR) have been allowed to retain players who have played for them in IPL 2015 so that they should be part of the IPL Gujarat lions or Rising Pune Supergriat in 2017. This means that Rajasthan Royals will not be able to retain a player like Pravin Tambe since he played for Sunrisers Hyderabad during the two years.

IPL team franchise is not yet announcing the players who will retain them. However, there are some players from MS Dhoni, Virat Kohli, Rohit Sharma and some other players, who have been confirmed for retention. Keeping in mind the mega-auction, IPL GC also decided to increase the franchisee purse. Each franchise has been allowed to spend a total of 80 crore rupees in the auction, compared to Rs 66 crore in the previous auction.
